一、做好共青团工作离不开上级领导的支持。青年就业
创业是共青团工作的一个重点,通过参观xxx的'青年就业创业孵化基地可以看出,政府与开发商签订协议,从资金、场地等方面扶持年轻人在孵化基地从事有发展前景的产业,这对于无资金、无场地、无经验的“三无”青年来说,是对他们创业最大的帮助。作为街道来讲,虽然不能每个街道都有自己的创业孵化基地,但是如果街道领导不重视,开展日常活动的基本经费就难以得到保障,活动就难以开展或者难以取得应有的效果。
二、做好共青团工作离不开兄弟单位的支持

三、做好共青团工作离不开社会各界的支持

(一)学生干部应具备和政治素养
学生干部必须具有坚定正确的政治方向和强烈的事业心和责任感,这是学生干部政治素质的体现。学生干部还必须要有良好的思想品德和高尚的道德情操,这是做好工作的根本条件。社会主义现代化建设,要求学生干部要有一定的文化修养和丰富的知识,这也是胜任工作必备的条件;学生干部要不断提高思想觉悟,加强综合素质的全面提升,注重理论与实践相结合,坚持自我良好形象的塑造与学生会整体形象塑造的统一;学生干部应有强烈的激情,敢于为了校园和社会的发展积极地出谋划策,贡献自己的力量,使同学们的生活更加丰富多彩;学生干部必须有奉献精神,敢于牺牲自己的利益,以大局为重,敢于为同学们服务。

一、研究的背景与概况
(一)研究背景
文化是一种在实践中获得并反过来指导和规范实践的日趋丰富多样的价值和认知体系。青年文化是整个文化系统中的一种特殊文化现象,是社会主流文化的重要组成部分。文化塑造青年,青年创造文化。青年文化对于塑造青年的社会理想、社会人格、社会意识以及思维方式、情感方式、行为方式都具有独特的力量。青年文化建设不仅关系到青年的全面发展程度,而且关系到这种文化涵养、文化底蕴发挥作用的持久性和深刻性,关系到和谐社会的文明和秩序被青年接受的程度,更关系到共青团组织对青年的凝聚力。
随着社会的发展,共青团工作面临着新的挑战。首先,在工作对象方面,青年对文化的需求快速增长,并更加趋于个性化和多元化。其次,在外部环境方面,多种非正式组织的兴起,使青年可选择的组织形式日益增多,对团组织的作用和凝聚力形成较大的冲击。另外,在团的自身建设方面,我们对青年文化的思考不够,认识上还存在一些误区:一是把青年文化建设等同于思想政治工作;二是把青年文化建设等同于精神文明建设;三是把青年文化建设等同于青年文体生活;四是把青年文化建设仅仅局限于表面现象。这些都是对青年文化建设的片面认识,必须打破思维定势,进行系统思考。
(二)研究方法
在公司范围内35周岁以下青年群体中按照20%的比例进行抽样问卷调查,共涉及不同年龄层次、学历层次、岗位结构的青年1101人。问卷调查采用网上调查形式,主要针对青年的“三观”、企业文化、岗位工作、业余生活、共青团工作等方面,获得了大量的数据资料。在此基础上,通过广泛的座谈、访谈等,进一步剖析了青年文化与共青团凝聚力的关系,系统构建了企业青年文化的理论体系,明确了宝钢分公司青年文化理念,挖掘和收集了践行青年文化的优秀案例,并汇编成《青年文化》手册。同时,结合理论研究和工作实践,对企业青年文化的内涵和外延进行了探索,并针对企业团组织如何加强青年文化建设和增强共青团凝聚力提出了解决方案。
二、研究的内容与结论
(一)基本情况
1、青年普遍遵循、认同主流文化。调研显示,宝钢分公司青年的世界观、人生观、价值观基本上是正面的、积极的。通过对问卷中“对世界的看法”、“对人的本性的认识”、“青年努力的目标”等问题的数据分析,我们发现,宝钢分公司青年追求修身齐家和谐发展的人生状态,认同公平竞争、维护集体利益的理念,同时都有较强的纪律观念。在知识经济时代,宝钢分公司青年没有满足于比较优越的生活条件,而是将终身学习作为生活中的一项重要内容。随着青年群体受教育年限的不断提高,文化水平和整体素质正在不断提升和优化。同时,由于外部环境的积极引导和企业正面教育力度的加大,青年普遍树立了积极追求进步、勤奋进取、努力成才的人生观和世界观。
2、青年对文化的需求快速增长。生活方式的多样化,互联网、信息技术的快速发展,使信息、知识、思想、观念的传播手段和方式更加科技化,各种社会文化日益丰富,青年的个性文化需求快速增长。调查显示,青年对时尚表现出浓厚的兴趣,主要集中在网络文化、流行文化、品牌文化等方面,同时倾向于参加提高自身文化素养、陶冶个人情操的高雅文化活动。因此,在开展活动时必须从青年的需求出发,营造积极向上的文化氛围,不断激发青年的积极性和创造性。
3、青年对企业文化普遍认可,成长成才愿望强烈。调研显示,82.0%的青年比较认同企业文化;65.9%的青年员工认为企业未来“前景光明、充满希望”;76.3%的青年认为企业青年文化对青年的作用较有成效。不难看出,宝钢分公司青年对宝钢文化的认同度较高,对企业的未来充满了希望和信心,对公司在福利、经营、社会地位等方面给予的保障也较为满意。
4、青年对团的工作予以肯定,对团组织的作用比较满意。调研显示,71.5%的青年认为作为一名团员,应当在工作中勤于开拓,勇于创新,带动周围青年群众共同进步;81.5%的青年认为在遇到困难需要组织帮助时,团组织能够予以解决;63.8%的青年认为团组织是青年之家,是青年的朋友,能够为青年服务,对青年帮助较大。可以看出,宝钢分公司团员的责任感、使命感比较强烈,团员青年对团组织评价较高,体现出团员青年对团组织的信任和依赖。
(二)存在的主要问题
1、青年较多的以自身利益为着眼点,实现社会价值的目标相对模糊。一是对社会贡献的责任意识淡漠。青年在选择最愿意为哪些目标尽力时,“家庭的温暖幸福”占25.2%,“企业的兴旺发达”占21.5%,“国家的繁荣富强”占17.6%,突显出青年先“小家”后“大家”的心态。二是对个人利益的保护欲望强烈。62.6%的青年认为“在不损害自己利益的情况下,愿意帮助别人”,部分青年把个人利益放在了首位,可见社会矛盾、利益冲突对青年的思想观念和行为方式产生了深刻影响。三是对整个社会的信任和满意度不高。在和他人交往时,青年重视对方诚信的占97.6%,但认为国民诚信状况较好的仅占15.9%。一些青年在追求自我实现的过程中,在心理上却深感价值目标的缺失,甚至偏离社会行为的某些价值标准。四是缺乏将社会责任意识转化为行动的动力。经常参加公益活动的青年仅占18.3%,青年缺少一定的奉献意识,社会责任感有所弱化,部分青年对公益事业的关注有所减弱。
2、青年享受现代技术文化成果的同时,人际交流的满足感和归属感在逐渐迷失。一是业余生活表现出明显的个人化特征,与他人交流的机会不多。调查显示,76.2%的青年一半以上的业余时间用于上网,且打网络游戏、看影片居多,青年之间缺少交流,业余文化生活比较单一,往往感到空虚和孤独。二是对追逐时尚和个性等方面反应敏感,但喜好和立场极易发生变化。随着社会各种文化日益丰富,理想化、浪漫主义的价值取向与现实激烈地冲突着,青年的价值观呈现多样化趋势。三是放大了理想与现实之间的落差,难以在工作和生活中找到情感寄托。尤其是新进员工缺少情感的寄托,他们刚刚离开学校步入企业,往日的情感依赖和寄托不复存在,但又很难在短期内将情感寄托到“企业”之中,使青年产生飘忽不定和没有寄托的空虚感。四是青年崇尚快餐式的时尚文化,对传统经典文化的认知程度不够。部分青年仅仅把文化追求的目的归结为娱乐、消遣、追求感官刺激和非理性的文化享受,对外来文化或新兴文化表现出一种疯狂的崇拜和追求,而对传统文化的认知却有所弱化,对传统文化感兴趣并在学习的仅占38.5%,并且多为追赶时尚潮流。
3、青年成长成才意愿强烈的同时,对如何规划自己的职业生涯认识不足。一是求知欲强烈,但在学习方面存在短期行为。目前有61.1%的青年正在积极参加学历进修和培训,但主要以满足岗位的学历要求为目的,因此难免将学习的功利性看得较重。尤其是学历较低、从事操作维护岗位的青年,往往为了保住岗位而参加大量的学习培训。二是在个人成长方面意愿强烈,忽视自身努力及个人修炼。青年认为获得职业成功最关键的'因素是运气、机遇(21.6%);认为是人际关系的占15.8%;认为自身能力是最关键因素的占20.1%,但青年关注能力提升主要体现在外语、专业知识等方面的培训,忽视了人文、品德方面的提升;而认为获得品德是最关键的因素的仅占7.5%。许多青年仍然将职业发展计划简单地等同于个人职位的晋升,导致对外部条件盲目追求,而忽视自身努力对个人成长的决定性作用,容易造成职业发展停滞的挫折感和失落感。三是普遍有浮躁心理,踏实工作的意识尚有欠缺。生产一线的青年职工扎根现场的意识不强,这一特点在青年技术人员中尤为突出,他们往往认为现有岗位不足以发挥自己的能力,50.4%的青年认为管理岗位才最具吸引力,因而放松了对一线岗位技术的学习和掌握,在困惑、苦恼或不切实际的假设中荒废了宝贵的学习机会。
4、青年在追求多元文化带来的个性冲击的同时,始终摆脱不掉需求与参与的矛盾。一是个性文化需求快速增长,满足需求的渠道更加多样化。团组织根据青年的需求开展活动,但往往参与人数较少,甚至出现“总是那几个熟悉的面孔”的现象,青年人参与热情不高,暴露出需求与参与相矛盾的局面。二是活动参与主体不明确,没有把具有个性化需求的这部分人集聚起来。调查显示,仍有12.4%的青年认为活动开展面太窄,没有分层分类的开展活动。三是活动参与渠道相对单一,仍停留在组织发动、组织参与的层面,活动内容不能满足青年人的深层次需求。42.4%的青年认为团员与团支部信息不畅是团支部作用发挥不明显的主要原因,还有11.7%的青年认为团组织开展的活动内容空洞,不大受欢迎。青年希望开辟新的参与途径,不断提高参与的效率和效果,以丰富多样、健康向上的文化活动满足青年个性化的参与要求。
5、团的工作对青年的引导和成长有积极作用,同时也存在诸多不足。一是团的工作开展面临新环境、新情况、新问题,传统的工作方式和方法已不能适应青年多元化、个性化的需求,在系统性、长效性和可操作性方面还有所欠缺。二是多种社团并存及非正式组织的兴起,参与渠道增多,对团组织的凝聚力和作用形成冲击。三是基层团支部活力不够,作用发挥不明显,不能够凝聚更广泛的青年群体。11.9%的青年认为团工作流于形式,举办的活动吸引力、影响力不强,导致部分青年缺少对团组织的了解,影响团的工作效果和有效覆盖。
三、相关的对策与建议
青年的成长需要文化的滋养和哺育,同时,青年以其特有的敏感和创造力推动着文化的发展。因此,我们必须大力推进青年文化建设,用优秀的青年文化来影响青年、塑造青年,不断满足青年日益增长的文化需求,促进青年健康成长和全面发展,才能不断增强共青团的凝聚力。青年文化建设要发挥以下三个方面的功能:一是服务功能,通过加强青年文化建设,丰富青年的文化生活,提升青年的文化素质,在满足日益增长的青年文化需求中服务青年;二是育人功能,通过加强青年文化建设,用先进的文化引导青年健康成才,使青年成为企业中最具创造力的人力资源,为企业的快速发展提供强有力的支撑;三是探索功能,通过加强青年文化建设,在企业文化的发展中发挥团组织的“试验田”作用,开展一些前瞻性和探索性的工作,实现青年对企业文化的引领作用。具体对策建议如下:
(一)建立一个青年文化体系
青年文化在层次上是由理念文化(核心层)、制度文化(中介层)、行为文化(外表层)等结构形态构成的,即青年的理想信念、团组织的制度、青年在日常工作中所秉持的行为准则与观念相互融合,分别经过认知、认可、认同三个阶段,共同形成了青年文化。在三种文化层中,理念文化是核心,需要通过全体青年的自觉实践才能逐步形成并不断升华。理念文化不是一种口号,需要青年的主体力量对先进文化理念在心理上认同、在实践上身体力行,最终转化为青年的价值取向,并成为青年文化的本质属性和内在规定,才能使青年文化对广大青年真正产生影响并发挥作用。企业团组织要根据企业青年特点和自身需求,逐步研究和明确青年文化理念,并在此基础上构建青年文化体系,明确青年文化建设的内涵和主要工作,以共同的文化理念来引导青年和凝聚青年。
(二)关注两个新的平台
1、关注网络阵地平台。网络平台具有自由性、交互性和开放性的特点,青年人可以通过这个平台自由随意的发表言论,有的导向不明,有的过于偏激,甚至存在披露隐私、人身攻击、散布谣言等现象,而青年人容易被表面现象所迷惑,也容易受到偏激思想的影响,造成严重的后果。因此,我们要对网络平台予以关注,有条件的团组织可以积极搭建以学习、交流、参与为主题的青年网络平台,以实现工作交流和信息共享,引导青年自主学习和交流,调研青年群体的现状与需求,与青年互动,开展网络讨论,倾听青年心声,及时掌握青年需求和真实想法等。
2、关注社团活动平台。青年自发形成的社团往往能够抓住广大青年关注的热点、难点问题,开展丰富多彩的活动,适应当前青年工作、学习、生活的需求,具有强大的吸引力和凝聚力。因此,我们要充分重视青年社团建设,整合社团资源,打破专业、部门的界限,使具有相同爱好特长的青年聚集起来,形成一个多层次、多方位的社团交流平台;要进一步开展贴近青年兴趣、符合青年需求、形式多样的活动,增强社团活动吸引力,并将多样化的社团活动融入与渗透到人生观、价值观、世界观以及青年职业生涯发展观的塑造中中去,通过青年社团建设引导青年健康成长。
(三)实现三个方式转变
1、转变活动策划方式,突出工作新颖性。在活动策划时,要注重实现自上而下向上下互动的转变,实现传统守旧向突破创新的转变。团组织要善于以创新的思路研究新情况、解决新问题、总结新经验,要经常反思工作中存在的不足和缺陷,站在全局的高度思考工作,更新观念、持续改进,努力找到更高效的工作方法、更切合实际的工作方向,注重活动形式的新颖性,推动共青团工作的持续改进和创新发展。要强调活动的时代感和时尚性,也要强调活动的教育性和趣味性。如通过团支部书记与团员青年共同讨论活动主题,明确活动计划,或在网络上征集广大青年的意见,听取青年的意见和心声,制定符合青年需求、受青年欢迎的活动方案。
2、转变活动组织形式,提高工作参与性。在组织活动时,要注重实现集中大型向分散小型的转变,实现指令参与向自愿选择的转变。团组织根据青年的需求,鼓励基层团组织和团员青年自发组织有创意、可操作性强、符合青年需求的活动,满足青年日益增长的精神文化需求,在激发青年热情、引导青年学习、鼓励青年进步等方面充分利用自身优势开展各项工作,引导青年积极参与,努力在最大程度上扩大团的活动的参与面和影响力。如借助民间社团的名义,鼓励团员青年自发组织活动,把有共同兴趣爱好的青年集聚起来并自愿参与到活动中来,增强活动对青年的吸引力。
3、转变活动管理模式,增强工作系统性。在活动开展过程中,要注重实现单向指导向双向促进的转变,实现单向灌输向双向互动的转变。团组织要强调对工作的过程管理和持续改进,建立“年初集中研讨、年中跟踪管理、年底评价反馈”的工作流程,对具体工作项目坚持“事前前瞻性思考、事中节点性推进与事后有效性评估”相结合,形成工作的闭环管理模式。如上级团组织可以通过参与基层团活动和实施定点联系制,主动了解基层团组织的信息和工作情况,加强基层团组织与上级团组织的双向互动;可以通过团员素质拓展培训、影响力培训、主题团日活动等寓教于乐的教学方式,加强教育培训工作的双向互动。
(四)构建四个互动格局
1、实现青年与“社会人”之间的互动。从学校进入社会,大多数青年具有理想主义的倾向,往往在现实与理想之间存在着较大的落差。青年能否掌握社会规范与经验,参与社会生活,逐步变为“社会人”,决定着每个青年的人生轨迹。团组织拥有丰富多彩的活动内容和形式多样的活动阵地,要充分利用自身优势开展各项工作,实现青年与“社会人”的互动,注重把适应社会的有关知识和技能引入青年的教育中,使青年不断提升自身素质并逐步融入社会,增强在现实环境中生存和发展的能力。
2、实现团组织与社会团体之间的互动。通过团支部活力建设,广泛激活基层团组织和青年社团,让每一个青年都成为青年文化建设的主人,同时大力加强企业团组织与社会团体之间的互动,积极构建符合企业发展、突出社会效益、富有共青团特色的青年文化联合体,实现青年文化的持续发展,使青年文化产生更强的竞争力和凝聚力。
3、实现团的工作与企业工作之间的互动。团组织应充分意识到企业运作流程的完整性和有序性要求,既要突出其在企业青年工作中的独特作用,又要充分融入公司运营的整体流程,把青年人才的培养和使用纳入公司人力资源的开发流程,将青年文化建设融入企业文化的塑造流程,借助公司各项政策和组织资源为青年服务,不断提升团的工作与企业工作的契合度。
4、实现青年文化与企业文化之间的互动。青年文化建设要立足于服务企业发展,与企业文化产生互动,通过企业价值观、企业精神、企业理想等来教育、引导、熏陶、激励青年,使青年意识到自己的价值;通过各种健康有益、充满活力的青年文化活动,不断满足青年日益增长的精神文化需求,激发青年的主动性和创造性,让青年创造文化,文化凝聚青年,不断增强青年的企业自豪感、事业责任感、职业危机感、历史使命感和集体荣誉感,引导青年积极投身企业的建设与发展。

I. Background and overview of the study
(i) Background of the study
Culture is an increasingly rich and diverse system of values and perceptions acquired in practice and, in turn, guiding and regulating practice. Youth culture is a special cultural phenomenon within the entire cultural system and an important part of mainstream social culture. Culture shapes youth, and youth creates culture. Youth culture has a unique power to shape young people's social ideals, social personality, social consciousness, and ways of thinking, feeling and behavior. The building of youth culture has a bearing not only on the degree of comprehensive development of young people, but also on the durability and depth of the role played by such cultural enrichment and heritage, on the degree to which the civilization and order of a harmonious society are accepted by young people, and even more so on the cohesion of the Communist Youth League organization for young people.
With the development of society, the work of the Communist Youth League faces new challenges. First, in terms of the target audience, the demand for culture among young people is growing rapidly and is becoming more personalized and diversified. Secondly, in terms of the external environment, the rise of a variety of informal organizations has led to an increasing number of organizational forms for young people to choose from, which has had a greater impact on the role and cohesion of the League. II. Content and conclusions of the study
(i) Basic information

2. Young people's demand for culture is growing rapidly. The diversification of lifestyles and the rapid development of the Internet and information technology have made the means and ways of disseminating information, knowledge, ideas and concepts more technological, and various social cultures have become increasingly rich, so that the youth's demand for individualized culture is growing rapidly. Surveys show that young people show a strong interest in fashion, mainly focusing on network culture, popular culture, brand culture, etc., and at the same time tend to participate in elegant cultural activities that improve their cultural literacy and cultivate their personal sentiments. Therefore, when carrying out activities, it is important to start from the needs of young people, create a positive cultural atmosphere, and constantly stimulate the enthusiasm and creativity of young people.
3. Youth generally recognize the enterprise culture, and have a strong desire to grow and become successful. Research shows that 82.0% of young people agree with the corporate culture; 65.9% of young employees believe that the future of the enterprise "bright prospects, full of hope"; 76.3% of young people believe that the role of the enterprise's youth culture for young people is more effective. It is easy to see that the young people of Baosteel Branch have a high degree of identification with Baosteel culture, are full of hope and confidence in the future of the enterprise, and are more satisfied with the protection given by the company in terms of welfare, operation, social status and other aspects.
4. Young people have affirmed the work of the League and are relatively satisfied with the role of the organization. The research shows that 71.5% of the youth believe that as a member of the Youth League, they should be diligent and innovative in their work, and drive the young people around them to make progress together; 81.5% of the youth believe that when they encounter difficulties and need help from the organization, the Youth League can solve them; 63.8% of the youth believe that the Youth League is the home of the young people, and a friend of the young people, and that it can serve the young people, and is of greater help to the young people. It can be seen that the sense of responsibility and mission of the members of Baosteel Branch is relatively strong, and the youth members have a high evaluation of the Youth League Organization, reflecting the trust and dependence of the youth members on the organization.
(ii) Major problems
1. Young people focus more on their own interests, and the goal of realizing social values is relatively vague. First, they are indifferent to the responsibility of contributing to society. 2. While young people are enjoying the fruits of modern technology and culture, the satisfaction of interpersonal communication and the sense of belonging are gradually being lost. The survey shows that 76.2% of young people spend more than half of their spare time on the Internet, and play online games, watch movies mostly, the lack of communication between young people, amateur cultural life is relatively single, often feel empty and lonely. Secondly, they are sensitive to the pursuit of fashion and individuality, but their preferences and positions are highly susceptible to change. With the increasing richness of various cultures in the society, the idealized and romanticized value orientation conflicts fiercely with the reality, and the values of young people show a diversified trend. Thirdly, it magnifies the gap between ideal and reality, and it is difficult to find emotional support in work and life. Especially new employees lack of emotional support, they just left school into the enterprise, the old emotional dependence and support no longer exists, but it is difficult in the short term will be emotionally attached to the "enterprise", so that young people have a sense of uncertainty and the emptiness of no support. 3. While young people have a strong will to grow and become successful, they do not know enough about how to plan their careers. First, there is a strong desire for knowledge, but there is short-term behavior in learning. At present, 61.1% of young people are actively participating in further education and training, but mainly to meet the educational requirements of the post for the purpose, so it is inevitable that the study of utilitarianism is more important. Many young people still equate career development programs simply with the promotion of individual positions, leading to the blind pursuit of external conditions and neglecting the decisive role of one's own efforts in personal growth, which can easily lead to the frustration and sense of loss of stagnant career development. Third, there is a general impetuous mentality, the sense of practical work is still lacking. 4. While pursuing the impact of individuality brought about by multiculturalism, young people have always been unable to get rid of the contradiction between demand and participation. First, the demand for individualized culture is growing rapidly, and the channels for meeting that demand are becoming more diversified. Youth organizations carry out activities according to the needs of young people, but often the number of participants is small, and even the phenomenon of "always the same few familiar faces" appears, and young people's enthusiasm for participation is not high, exposing the contradictory situation between demand and participation. Secondly, the main body of activity participation is not clear, and the part of people with personalized needs has not been gathered together. The survey shows that 12.4% of young people still think that the surface of activities is too narrow, and there is no stratified and categorized activities. Thirdly, the participation channels of activities are relatively single, still remaining at the level of organization launching and participation, and the content of activities cannot meet the deep-seated needs of young people. 42.4% of young people think that the lack of information between the members and the branches of the Youth League is the main reason why the role of the Youth League branches does not play an obvious role, and 11.7% of young people think that the content of activities carried out by the Youth League organizations is empty, and is not very popular. Young people hope that new ways of participation will be opened up, that the efficiency and effectiveness of participation will be constantly improved, and that rich and varied, healthy and upward-looking cultural activities will satisfy their individual requirements for participation.
5. The work of the League has a positive effect on the guidance and growth of young people, but at the same time there are many shortcomings. First, the work of the League is faced with a new environment, new circumstances and new problems, and traditional working methods and approaches can no longer meet the diversified and individualized needs of young people, and are still lacking in systematic, long-term effectiveness and operability. Secondly, the coexistence of many kinds of associations and the rise of informal organizations, and the increase in the number of channels of participation have impacted on the cohesion and role of the Youth League. Thirdly, grass-roots youth league branches are not dynamic enough to play a significant role in bringing together a wider group of young people; 11.9 per cent of young people believe that the work of the league is a mere formality, and that the activities it organizes are not very attractive or influential, resulting in a lack of understanding of the league among some young people, and affecting the effectiveness of the league's work and its effective coverage.
III. Relevant responses and recommendations
The growth of young people needs to be nourished and fed by culture, and at the same time, young people promote the development of culture with their unique sensitivity and creativity. Therefore, we must vigorously promote the construction of youth culture, use excellent youth culture to influence and shape young people, constantly meet the growing cultural needs of young people, and promote the healthy growth and comprehensive development of young people, in order to continuously enhance the cohesion of the Communist Youth League. Youth culture construction should play the following three functions: first, service function, through strengthening youth culture construction, enriching the cultural life of young people, improving the cultural quality of young people, and serving young people in meeting the growing cultural needs of young people; second, nurturing function, through strengthening youth culture construction, guiding young people to become healthy and successful with advanced culture, making young people become the most creative human resources in the enterprise, and providing strong support for the rapid development of the enterprise. The rapid development of enterprises to provide strong support; Third, the exploration function, by strengthening the construction of youth culture, in the development of enterprise culture to play the role of the organization's "experimental field", to carry out some forward-looking and exploratory work, to achieve the leading role of the youth on the enterprise culture. Specific countermeasures are suggested below:
(i) Establishment of a youth culture system
Youth culture is hierarchically composed of conceptual culture (core layer), institutional culture (intermediary layer), and behavioral culture (external layer), i.e., the ideals and beliefs of young people, the system of the Youth League Organization, and the code of conduct and concepts that young people uphold in their daily work merge with each other, and go through the three phases of cognition, recognition, and identification, respectively, to jointly form a culture of youth. Among the three cultural layers, conceptual culture is the core, which needs to be gradually formed and continuously sublimated through the conscious practice of all young people. (ii) Focus on two new platforms

(iii) Achieving three modal shifts

2. Transform the organization of activities to improve participation. 经过交流会,知道了如何做一名优秀的学生干部,管好一个班级是不容易的。在培训中,我们进行了一系列的活动,不仅是个人能力的体现,更是团体的合作。在活动中,我们必须发挥各自的优势,想出好的办法,让自己的队友也能发挥所长;队友之间要相互体谅,相互帮助,共同面对困难,解决困难;其中我认为最重要的是团体合作,只有大家共同合作才会取得好的成绩。从中我真可得明白团队精神的重要性,这就是“众人拾柴火焰高”的道理。
通过培训,我认识了更多的人,学会更好地与人相处,体验到竞技精神的快乐,为自己的`大学经历增添更多美好的回忆。
在前段时间,我们经管系进行了一次团干部培训。所有团干都认真听了校团委的关于团干知识培训的讲座,虽然此次培训时间不长,但是培训内容安排紧凑,培训过后还进行了团干知识抢答赛,通过这次培训,让我们受益匪浅,也让我了解了很多关于以往不曾涉及的团干方面应该知晓的知识。
从这次培训中,我了解到作为学生干部,首先要有表率作用,只有自己身体力行,才能极好地带动身边的人。另外,要注意各方面的学习,占取信息制高点,拓展知识面。“人际要简单一些,工作要精明一些,做人要厚道一些。”不失为一句扼要中肯的忠告。然而,让我印象最深的莫过于公私分明,把工作与生活有条理地分开对待,正确地处理工作关系与朋友关系。只有在工作中真正抱有负责任的态度,认真专注,不拖泥带水,不拉拉扯扯,一切以学生会事务为重,才能够心无旁骛,使团体发挥效率,达到状态;同时,在平时的学习生活中,要与大家打成一片,多加沟通与交流。

作为一位共青团员,一位暂时还是一个班的团支书,我很荣欣被选来青马工程培训,而且本次培训内容也让我深深了解到什么是共青团,怎样做才是一位合格的共青团员,并让我认识到以前从来不曾知道的一些关于共青团的知识,为此我深深的佩服讲座老师,更加信服中国共青团。

窗外,寒风摧树木,严霜结庭兰,却挡不住我如火的心潮。近日,我有幸参加了由共青团市委举办的全市基层共青团干部培训班学习。为期三天的学习,课程安排紧凑,通过几位领导和老师深入浅出的细致讲解,从身边熟悉的事物、日常的生活入手,一串串的妙语,一个个富有哲理的故事,一堂堂幽默风趣的讲课,我深深地被激励着、感染着,原来理论培训的学习也可以这么生动活泼,让人觉得意犹未尽,更让我感触良多……
这是一次难得的机会
据了解,此次全市基层共青团干部培训分给市直团工委的名额仅有5个,而市直单位就有50多个。我能够获得这个学习名额,成为这十分之一的代表,不仅是对我们局多年来共青团工作的认可,更是对水文工作的肯定。作为共青团干部新兵的我,能够获得这样好的学习机会,更显得格外的珍贵。在此,我深深的感谢共青团市委为我们搭建了一次这么好的学习交流平台,更感谢市局领导派我参加此次学习。
这是一场心灵的洗礼
培训班上,老师说过的一句话让我铭记于心——处处留心皆学问,万事用心都有益。这句话与曹雪芹红楼梦中写的“世事洞明皆学问,人情练达即文章”有异曲同工之妙。是啊,作为年轻团干的我,不仅要从理论学习上来提高自己,更应该在实际工作中、与人交流中、为人处事中用心观察其他的人是如何做好的,认真总结自己是差在哪里。取人之长,补己之短,不仅要学会如何做事,更要学会如何做人,在今后的工作中,我一定要朝着这十四箴言不断努力。
除了理论学习,培训班还特意邀请了东华理工大学的廖夏林教授为我们上了堂音乐欣赏课。在廖老师循循善诱的点拨与引领下,我们闭目倾听着《梁山伯与祝英台》,分辨着哪段音乐代表着梁山伯,哪段音乐代表着祝英台,脑海中出现着他们永不落幕的桥段。这堂课让我领略到了音乐的魅力,更开阔了我心灵的视野!

当我获知将作为学员代表在培训班上进行发言时,心里既欢喜又害怕。欢喜的是能够作为代表发言是件多么光荣的事情,害怕的是当着全市100名团干部该说些什么呢?忐忑中,我找到刘建明副调研员寻求帮助。刘调听我诉说后,非常高兴地说:“这是个宣传水文的大好机会,一定要好好把握!应该从这几个方面进行阐述……”

中国共青团是由千千万万个团员组成的,团的路线方针政策要靠这千千万万个团员去执行,团的主张要靠这千千万万个团员去实施,每一个团员的素质关系着团的整体素质,每一个团员的言行影响着团的整体形象,我们的团能不能保持先进性、有无吸引力、凝聚力,就看能否充分发挥团员的先锋模范作用。
我们的团员队伍总体上是好的,但在当前复杂的社会环境中,在各种思潮的冲击下,也还存在着许多不适应的地方,有的团员理想信念动摇,有的团员意识观念淡薄,把自己等同于一般群众,干工作怕吃苦,对好处斤斤计较。对错误、对歪风邪气不敢抵制和斗争。是非观念不强,感情用事,凭个人好恶、得失来看待和处理问题,等等。
造成有的团员不能发挥先锋模范作用,影响团的先进性,原因是多方面的,有教育机制不全、管理机制落后、团员主体机制缺失等等。要充分发挥团员的先锋模范作用,保持团的先进性,主要还应从健全科学机制上下功夫。
1、建立团员教育机制,提高团员综合素质
综合素质是团员发挥先锋模范作用的基础,素质的高低决定发挥作用的大小。要提高团员的综合素质,首先必须构建科学的教育体系:一是要加强马克思主义理论教育,坚定团员的共产主义信念,提高团员的理论素质,使其能够用马克思主义的观点看问题,用马克思主义理论解释和解决问题;二是用毛泽东思想、邓小平理论、“三个代表”重要思想武装团员,坚定团员建设中国特色社会主义的信念。加强革命传统教育和反腐倡廉教育,增强团员抵抗腐朽思想侵蚀的能力。三是要加强法制教育,依法治国是我国的基本治国方略,团员肯定要带头学法、懂法、守法、用法,依法办事。四是业务技能和职业道德教育,团员不但要有完成本职工作的能力,还要有完成团的工作的能力。其次,必须健全团员学习监督机制。团员学习的时间、内容、数量、质量要量化、制度化,要进行测评或考试,要有奖惩,以督促团员的学习。
2、确立团员主体机制,提高团员主体意识就团员个体而言,团员发挥先锋模范作用需要有一种内在的动力,这种动力来自何处呢?从根本上讲,来自团员的主体意识,即来自团员对团的事业的自觉认同,自觉参与,自觉奋斗。要提高团员的主体意识就必须确立团员主体机制,团员的主体机制主要表现在三个大的方面:第一、团员的参与机制。参与,是团员在团内主体地位最直接、最主要的表现。第二、团员主体的监督机制。这对于团的健康发展至关重要,要在大力发展团内民主的基础上扩大团内事务公开化的程度,疏通团员民主监督的渠道,使团员的意见、批评、质疑、评议等等,能够有顺畅上达和规范处理的机制。第三、团员主体的权利保障机制。切实保障团员的权利是团内民主制度建设的基础,亦是建立和完善团员主体机制的重要内容和基本条件。
3、完善团的用人机制,确保团的正确导向
用什么人不用什么人,对团的作风建设乃至整个团的建设具有重要的影响和导向作用。高考是学生的指挥棒,用人是团员行为的指挥棒,被提拔的人,无形中会成为不是典型的“典型”,被提拔者是什么样的人,是因什么被提拔的,人们都会向他看齐。如果被提拔的都是起先锋模范作用的优秀团员,那么其他团员就会朝这个方向努力,处处发挥先锋模范作用。所以,一定要健全完善用人机制,用科学的选人用人制度来保障把人选准用准,确保被提拔之人都是德才兼备者,能够起先锋模范作用的人,这样才能确保正确的导向。
4、创新团员管理机制,提高团员管理水平
随着改革开放的深入,团员流动大幅上升,对这些流动团员,团籍所在地的团组织对他们无法管理,打工所在地的团组织又对他们缺少管理,他们似无根的浮萍,游离于组织之外。团员发挥作用不仅需要自身的素质和内在的动力,更需要有组织的力量,就是团组织如何具体地为团员发挥作用提出要求、创造条件、搭建平台。缺乏团组织的力量,团员个人要发挥作用往往是很难的。所以,要根据团员分布的特点在各种企业中建立健全团组织。对流动团员实行“流动团员联系卡”管理,使每一个团员不管在哪里都不会游离于组织之外,都有一个“家”,或都能找到一个“家”,都能依靠组织发挥作用。
对团员的管理还要完善团员的“出入口”机制,要正确处理团员的数量与质量的关系,加强发展团员的'计划性,增强工作的主动性和预见性,严格把好“入口关”,要善于培养和吸收年富力强、文化层次高、威望较高的群众入团。把好“入口”关要责任到人,入团介绍人要保证介绍对象的质量,否则要追究介绍人的责任。在把好“入口”关的同时疏通“出口”关,对于犯错误的团员,一方面要加强教育,另一方面,要严格按照团章的规定,该处理的处理,该清除的清除,决不姑息迁就。只有这样,才能保证团员队伍的纯洁性和先进性。

Conclusion: Through in-depth study and practice of the organizational principles and discipline of the Communist Youth League, I have come to deeply appreciate the importance of unity and cooperation and of serving the greater good. These principles not only shape a vibrant collective image, but also provide valuable guidance for the growth of each of our members. In the activities of the Legion, I have learned how to better understand and practice these principles, and at the same time realized the necessity of observing discipline.
